إِلىٰ فِرعَونَ وَمَلَئِهِ فَاتَّبَعوا أَمرَ فِرعَونَ ۖ وَما أَمرُ فِرعَونَ بِرَشيدٍ

To Pharaoh and his nobility, but they followed Pharaoh’s dictates, although Pharoah’s dictates weren’t rational.
